Larry Towell was commissioned by MSF to visit a mission in Peru which had developed projects from one of the largest and most crowded prisons in Latin America to the poorest slums in Lima. At the end of 2007, when the two HIV projects reached their objectives, MSF handed them over to local authorities now responsible for their sustainability.
